
Programming & Activation Strategy Consultant
Overview
The Joe Louis Greenway Partnership (JLGP) invites proposals from qualified consultants or firms to lead the development of a 12-month Programming and Activation Strategy for the Joe Louis Greenway (JLG). The goal is to increase usage of the Greenway and drive participation in events and programs, with a focus on health and wellness, arts and culture, music, and small business activation.
The JLG spans Detroit, Dearborn, Hamtramck, and Highland Park, linking diverse communities shaped by distinct racial, ethnic, and cultural identities. The strategy must reflect and respect this diversity – ensuring programming is place-based, inclusive, and rooted in the community experience. Recommendations should advance JLGP’s priorities for a connected, welcoming, and activated Greenway.
Scope of Work
Lead engagement with JLG stakeholders, city departments, grassroots organizations, and community groups.
Document contacts, insights, and partnership recommendations.
Assess each Greenway segment for parking, restrooms, ADA access, land ownership, business corridors, vendor zones, food truck areas, vacant lots, signage needs, and residential density.
Produce maps, asset inventories, and site-specific activation recommendations.
Develop inclusive, scalable program models and a seasonal activation calendar.
Include detailed budgets with costs for staffing, logistics, vendors, marketing, permits, signage, etc.
Recommend vendor zone layouts, permit processes, and signage strategies.
Benchmark and adapt best practices from peer organizations such as the Detroit Riverfront Conservancy.
